If you're getting this error and have verified that your PayPal API permissions are correct, you may need to confirm your email address with PayPal.
Confirm your email address with PayPal
- Sign in to your PayPal account.
- Go to the Settings icon next to Log out and select Your Profile.
- In the email section, click Confirm this email under your unconfirmed email address.
A confirmation email will be sent from PayPal to the selected email address. Click the Confirm your email button contained in this email. You'll be taken to a confirmation page on PayPal's website and prompted to enter your PayPal account password to confirm your email address.
