Using the UPS Shipping Tool, you may complete a Commercial Invoice, U.S. Certificate of Origin, NAFTA Certificate of Origin, or Shipper's Export Declaration, or any combination of these forms.
Once you've elected to complete international forms online, the forms you will be asked to complete will be determined by your answers to the following:
Commercial Value
If Shipment contains items with commercial value is selected, you will be required to complete a Commercial Invoice.
The Commercial Invoice provides information about the shipment, including a description of the goods, the value of the goods, and shipper information. This form may be used by customs authorities to assess applicable taxes and duties.
Certificate of Origin
If Certificate of Origin is required by the destination country for this shipment is selected, you will be required to complete a U.S. Certificate of Origin.
The U.S. Certificate of Origin (CO) is used to verify the country in which the goods being shipped were manufactured, for reasons including established treaty arrangements or preferential duty treatment. The commodity being exported and its destination determine if the CO is required. The CO requires the authorized signatur e of the local Chamber of Commerce Secretary and the seal of that organization.
Shipment Value
If the destination country for your shipment is Canada or Mexico and Order values are less than $1600 CDN to Canada or $1000 USD to Mexico is selected, you will be required to complete a NAFTA Certificate of Origin.
The NAFTA Certificate of Origin is required for shipments to Canada valued at over $1600 CDN and shipments to Mexico valued at over $1000 USD. The certificate is used to determine if goods being imported are subject to reduced or eliminated duty.
Schedule B Commodity and/or Export License Required
If Order contains a schedule B product valued at over $2500 and/or requires an export license is selected, you will be required to complete a Shipper's Export Declaration.
The Shipper's Export Declaration (SED) is generally required by the U.S. Census Bureau for shipping single commodities valued at more than $2,500 USD, or for commodities requiring a license or license exception. When creating the SED, you will be asked if you'd like to file the SED yourself (you may file the form electronically using the U.S. Census Bureau's Automated Export System), or if you'd like UPS to file it on your behalf.
UPS must have a Power of Attorney on file for you in order to file the SED on your behalf. For questions about filing the SED through UPS, please contact your UPS account representative. If you do not have an account representative, please contact UPS Supply Chain Solutions.
